Oh well, it was worth a shot...
Good afternoon Mr Randall Register,
With reference to your request for transiting the Welland Canal to deliver
a 60 feet motor yacht from Stuart, FL to Racine, WI via the east coast
through Welland Canal, I understand you are anticipating ETA for Welland
canal of 21 May.
Please note all pleasure craft transits have been suspended through the St
Lawrence Seaway System as noted in the 2020 Pleasure craft Bulletin #01.
Understand as explained by you that your trip is not for pleasure but to
deliver the yacht. However handling the yacht through our locks is going to
be in same manner as any pleasure craft for our personnel, so the yacht is
not going to be different than any other pleasure craft for our personnel.
We understand your position however in these extraordinary times as you are
aware of, we will not be able to accommodate your request until situation
that we are in due to COVID-19 normalises. We are unable to have any
timeline for that, however let us all hope for the best.
Hope this addresses your concerns.
Best regards,

If you just carried an essential cargo....
I’ll bet we could transit that canal with no help from above, but it’s a moot point. We’re working on plan B if it doesn’t open by 5/21.
That response is simply bs.
I've transited the canal 3 times in pleasure craft and don't have ANY recollection of interacting with anyone in person. Everything was done from a distance with heavy reliance on the vhf.
Bottom line ( I think) is where you muster and where you dock upon completion of the transit. If you're planning on going US, I think your closest ports are Buffalo or Presque Illes in Erie.
I don't know whether either are accommodating at this time.
I can’t argue with you as I’ve never transited the canal, but it seems obvious their people would have to throw lines to pleasure craft, and I’m pretty sure that’s not the case with ships. I was very clear that we would transit the locks ASAP and continue to a US port.
That’s all that was required when the border was first closed, but this order for pleasure craft was issued last Thursday if I remember correctly. I don’t think arguing the point would help anything.
Will the Trent-Severn be open?
How about a large helicopter to lift you over Niagara Falls?
How about a 100,000 gallon, drive-in barrel?
