It's really hard to tell from the picture, and as someone suggested an acid dip or some other cleaning would probably help.
But is it possible that those are the remnants of a previous seal and it's just fossilized due to age?

Take a punch and try to bump it out from the bearing side. I bet that is part of a seal from the earlier model pump that onan used.
