It just indicates the boat was issued a U.S. documentation number when it was 12 years old. The history before that indicated on your documentation is interesting and I hope you can get more information on it.

No, it just means that before that was issued in 1992 there was no US documentation of the boat so the history may be more difficult to uncover prior to 1992
