Yes, they are in the boxes right in front of the engines. They are simple mechanical things like an old style speedometer. I'm surprised Hatteras spec'd 15 amp fuses for these. I wouldn't have guessed they need an amp, but there is nothing else protected by the fuses, at least in the original wiring schematics.
