    That is a Marquip sea stairs bracket. I have three sets installed on my 53MY.
    Two, one each port and starboard then a third on top of the gunwale for high water/non floating piers. The gunwale set has one raised about 2. " to accommodate the gradual rise of the deck. You can google them with "sea stairs"
