Rest assured that if it's a "military prototype" that your tax dollars did not pay for it.... yet. That doesn't happen until it wins a competitive bid. Following a military career, I now work in the defense industry and work closely with the Navy command that might be interested in this craft. In short, they have already bought their boats for this generation and this is not one of them. My bet is that this is an industrial investment that just didn't pan out as there is no real modern day military use for it. It simply isn't survivable in any military situation that might require this level of performance. It's not suitable for riverine duty, coastal warfare or maritime boarding operations at sea.
This is more of a law enforcement craft, something the USCG or some other non-military police/security organization could use. If one of those sort of organziations bought it, then our tax dollars were spent, but it likely wasn't DoD.
But it does look like FUN!

The local fire department spent somebody's money on that fancy boat that lives on a lift--and it can't get off the lift at less than high tide. Mind you, this is for on a VERY small section of the Potomac.
Your 9-11 terrorism money at its finest. Do a little more research into emergency/police departments going on shopping sprees after 9-11 and you'll vomit.
